A village with a population of less than 650 could see 19 houses built near its outskirts.
Plans have been lodged to build 19 homes in Little Snoring, near Fakenham.
The plans include one, two and three-bedroom designs in one-and-a-half and two-storey buildings.
All plots will include parking spaces according to the plans.
The development is ear-marked for one hectare of vacant land to the north of Kettlestone Road.
Ten of the 19 homes have been assigned for affordable housing.

The applicant, Broadland Housing Association, said in the application it would be considerate of accessibility in its plans for the new neighbourhood.
It said: "Successful places should be easy for people to get into but also to move around
and understand.
"The private access road leads onto a final mews with two branching secondary roads from it creating clusters.
"A new dropped kerb crossing will allow residents to join the existing pavement along the south of Kettlestone Road to access the school and village services."
A determination deadline by North Norfolk District Council is expected by November 5.
